Yes they can. My 14 y/o has a visa debit card hooked up to one of his savings accounts. Whenever he gets money for bdays, holidays etc half goes into this account and half goes into a reg savings for when he’s older. The reason I opened a special savings is so he doesn’t go crazy and blow all of his savings
